Proceedings of the first annual meeting of the Council of Rabbis in Morrocco. There are both French and Hebrew title pages. The French title page is headed: Direction des Affaires Chérifiennes. "Inspection des Institutions Israélites au Maroc."
The text of the proceedings is entirely in Hebrew. The conference of Rabbis first listed their goals, and then listed 14 procedural rules for themselves which included such topics as time of meeting, place of meeting, members , what to do if the president cannot make the meeting, etc. Speeches by various Rabbis were printed, including those of R. Yehoshua Berdugo, R. Shaul Ibn Danan, et al. Topics included Sabbath observance, kashruth, etc.
R. Joshua ben Jacob Berdugo (1878–1953) became chief rabbi of Meknès in 1904 and in 1941 chief rabbi of Morocco, where he served until his death. He had a strong personality and on a number of occasions was in conflict with the leaders of the Church and with members of the French government, by whom he was respected. The communal rules and regulations adopted during this time were published in the pamphlets of "The Council of Moroccan Rabbis" (Casablanca).
