Description		    Newpaper with the first news concerning the Balfour Declaration, expressing British sympathy with Zionist aspirations for a homeland in Palestine. The declaration was communicated to Lord Rothschild by Arthur James Balfour, in his capacity as foreign secretary, in the following letter, dated November 2, 1917, and made public a week later. Balfour's name has been associated with the Declaration, as he warmly advocated it; but the final decision rested with the war cabinet, which gave its approval as a considered act of policy.
