This broadside is a restatement of a prohibition against "secular schools" [as opposed to Talmud Torah] which was issued in the year 1862, and was signed at that time by R. Moshe [Joshua] Yehuda Leib [Silberberg] and R. Nahum [b. Abraham Levy], of Shadik.
"In the house of Israel we have seen scandal…it is the deed of the "schools" to teach the youth of Israel the languages of the nations and their writings, to captivate the innocent souls of children …that even the Gaonim and righteous ones of the past like R. Akiva Eiger, and with him the great ones of this time, they see what is growing out of this…the damage… And now even in the gates of Jerusalem is found a knot of traitors and sinners…and they will teach the young people the languages and the writings of the peoples…And the prohibition that was issued 60 years ago…and now the great Rabbis that were not here then have joined in this prohibition…
And the prohibition is this – from now on, any man or woman, youth or old person who send their children to study in that house [school], and even the youth themselves, who goes to learn in that house one language or even writing and the holy language [Hebrew], and anyone who abets in this sin, or gives them any assistance, those who are here, and those who are not here, those who come from outside the land and those born here, for all the generations, …anyone who does one of the aforementioned sins …all the heads of the people will put their eyes on this person, for evil and not for good, and he will surely be punished….
