They begin by stating that among the things in the Holy City that are in a sad state is the cemetery on Har HaZetim. Animals squat on the graves, the Arabs dig graves, the matzevot (monuments) are abandoned and broken and even in places that are good, it is impossible to walk—one must jump from grave to grave. This is causing distress to those who come to visit their ancestors who are buried there. And when a Jew from America wants to set up a matzevah (monument) for a loved one, they demand from him great sums of money ("he is treif, but his money is kosher").

Therefore this organization decided a few years ago to acquire land and to arrange there a cemetery. They did acquire the land with great effort, overcoming obstacle after obstacle, including finally getting all the necessary permits. They wanted to put up a fence in order to prevent animals from wandering over the graves. They also wanted to improve the access ways to the cemetery (and since there are cemeteries belonging to various kollels on either side, they thought they could all cooperate in this improvement).

Instead, every effort has been made to impede the improvements sought by Agudat Achim Anshe Amerika. They had turned to the municipality that sent two engineers to inspect the site. They hired contractors and laid out substantial sums of money. But, in the meantime, the "friends" came out with lies, and deceit, and slander against their organization. A well-known insolent person from Jerusalem spread lies about them, and said "Your Americans are all completely evil people". It seems that the money of Jew from America is good…

"Lately, their Arabs broke and destroyed our work and caused us great damage. And the work of the devil succeeded in acquiring an injunction so that the work stopped. They also gave their suit to a non-Jewish attorney. And they continue to say that they are righteous and it is us who are evil."

"But, we will not be silent. We left our families to go up to live in the Holy Land. We know about ...the hundreds of emissaries for non-existing institutions …but until now we did not mix into matters that are not ours. However, with the latest deed our patience has expired…we will not let them stop us from doing the holy work in our land. It is not enough that they steal the wool and drink the milk from our children, they want to skin us. That will not be."

"Therefore we are allowing with this all that all the institutions should stop doing evil with us or else we will stop giving them our contributions and we will change our wills, and we will tell our acquaintances in America and they will no longer greet the emissaries of these institutions."
