Description
   Awarding Moses Eliezer b. Simha the title of haHaver. The haHaver title (formal traditional semikhah) was granted to students who successfully completed extensive oral exams in Shulhan Arukh and related rabbinical subjects. The Haver was thus authorized to render decisions in matters permitted or forbidden by Jewish religious law. The Haver title was utilized, rather than the Rabbi title, in Germany and neighboring countries.

Baden is a historical state in the southwest of Germany, on the right bank of the Rhine. It came into existence in the 12th century as the Margraviate of Baden and subsequently split into different lines, which were unified in 1771. It became the much-enlarged Grand Duchy of Baden through the dissolution of the Holy Roman Empire in 1803-1806 and remained a sovereign country until it joined the German Empire in 1871, remaining a Grand Duchy until 1918 when it became part of the Weimar Republic.
