Description		    Certificate authorizing R. Simeon Halphon to solicit funds by R. Joseph Hayyim Hamoi, Chief Rabbi of Souk Ahras, the capital. It stands on the border between Algeria and Tunisia. In the nineteenth century it was a French colonial settlement. In the twentieth century mining and the railway brought some significance and prosperity to the town.
