Description		    R. Samuel b. Joshua Falk Kipnis (1883-1979), Jerusalem rabbi and Torah scholar. R. Kipnis was born in Norinsk, Wohlyn and was educated in the Lithuanian yeshivot. He was rabbi in Ovridg, Wohlyn until 1934 when he emigrated to Erez Israel. He served as chaiman of many prominent Jerusalem organizations including the Otzar Haposkim (this letter) which publish multiple volumes of responsa on contemporary halakhic issues.
