R. Hayyim Moses b. Jacob Saul Elyachar (1845–1924), represented the Jewish community in Erez Israel on the council of heads of religious communities established by the Turkish authorities, and, in the early days of the Mandate, served as rishon le-Zion. He was one of the initiators of the combined rabbinical committee which was the forerunner of the chief rabbinate of Erez Israel.
