R. Katz was av bet din in Ardud, Romania. He was a Talmud of R. Judah Gruenwald, R. Shimon Greenfeld, and R. Solomon Zalman Ehrenreich and the son-in-law of R. Judah Leib Weinberger, av bet din Nigrash. He served as av bet din in Ardud between the two World Wars. He arranged the Gittin of the Satmer Jews from this community, as there were problems writing a get due to disputes over how to correctly write Ardud. R. Katz had a reputation as an expert in Gittin and in resolving problems concerning agunot. Among his works is the responsa Tiruf Kesef, called Tiv Gittin Hadash, concerning the names of men and women. R. Katz also wrote enabling woman to marry in the first part of the Holocaust, in which he was later murdered.

רחבו גדול מאורכו. שער-מעטפת. שנת הדפוס על-פי ספר דברי הילל, מאת ר' הילל פוסק, חלק ג, סעאיני תרצ"ה, עמ' נ: "דברי הרה"ג [ר' יצחק יוסף זילבערבערג] מן ב תצא תרצ"ד, אחרי שהשיג... הקונט' פרדס רמונים". חילוף מכתבים בין המחבר והרב יהודה ליב צירלסאהן על אשה שנשארה בברית-המועצות ונשלח לה גט מרומניה ולא נודע אם קיבלה, שהרב הילל פוסק התיר לבעלה להינשא בלא היתר של מאה רבנים. המחבר והרב צירלסאהן יוצאים נגד ההיתר. כתשובה הוציא ר' הילל פוסק ספרו דברי הילל, חלק ג, סעאיני תרצ"ה. יצא שנית באותו סדר-אותיות, בעימוד שונה, בסאטו-מארע [תרפ"ח]-תרצ"ו.
