A memorandum submitted by the Zionist Organisation to the Secretary-General of the League of Nations for the information of the Permanent Mandates Commission. The text is in both German and English and a note on the verso of the title page indicates that a Hebrew version of the text was submitted separately.

The mandates for Mesopotamia, Syria and Palestine were assigned by the Supreme Court of the League of Nations at its San Remo meeting in April 1920. Negotiations between Great Britain and the United States with regard to the Palestine mandate were successfully concluded in May 1922, and approved by the Council of the League of Nations in July 1922. The mandates for Palestine and Syria came into force simultaneously on September 29, 1922.
It is well known that the United States, never joined the League of Nations. However, Britain went to the length of concluding a special bilateral agreement with the United States on the subject of Palestine. This is the 1924 Anglo-American Convention, in which the United States gave its assent to the administration of Palestine by Britain in accordance with the Mandate. |
