"Instructions et arrêtes" contains various decrees and implementations of Imperial decrees as issued by the Department of Haute-Saône, a department in the French region of Franche-Comté (Western part of France).
Issue 38 from September 21, 1808 contains the ratification of the important imperial decree regarding the adoption of last names for Jews in the Napoleonic Empire under the title "Instructions de S. Ex. Le Ministre de l'Intérieur, Comte de l'Empire, a MM. les Préfets des départements concernant les Juifs, leurs noms et prénoms" . It was signed and ratified by the Prefect Hilaire in Vesoul on September 15, 1808.
All the Jews in the Napoleonic Empire had to adopt a family name. Each member of a family had to sign a declaration of the adopteded name, witnessed by government officials (for this region: the mayor and his deputy), who had to keep a double register.
