At head of title: Partiia Sotsialistov-revoliutsionerov. This booklet is part of a series of Yiddish publications issued by the Partiia Sotsialistov-revoliutsionerov. It is #11 out of 12. According to some libraries, this booklet is translated from The Quarterly Review, July 1904, pp. 180-209, with the addition of an introduction. The author of the article is E.J. Dillon, according to a letter to the compiler from Sir John Murray, editor of the Quarterly Review. Dr. Émile Joseph Dillon lived in Russia from 1877 to 1914. Professor at several Russian universities, he was also the chief editor of a Russian newspaper. He had traveled to all areas of the empire. He knew the ministers, the nobility, the bureaucrats and the successive generations of revolutionaries.
