Detailed
Description
A Rabbinical declaration that after a situation where a woman (Toby daughter of R. Shlomo Zalman) brought her husband (Pinchas Bikowsky) to a Din Torah in 1927 and that ended in an agreement where the couple agreed to live together in peace and that the husband would support the wife and the three children. Then it seems that he was looking for Rabbinical permission (Heter) to wed another woman...

...Therefore we declare that no Rabbi should agree to this Heter, and if one would sign without knowledge of his previous situation, the Rabbi should declare his signature void. Also no Rabbi should agree to officiating at his wedding.

This is signed R. Zvi Pesach Frank, R. Eliyahu Romm and R. Yehiel Michel Horowitz on behalf of the Bet Din Zedek of the Ashkenazi Kehilla in Jerusalem.

Paragraph 2    R.Tzvi Pesach Frank (1873–1961) was a renowned Halachic scholar and the Chief Rabbi of Jerusalem for several decades.

R. Romm was the Av Bet Din of the Jerusalem Bet Din
