"Some many troubles have befallen us that we have nowhere to turn other than to our Father in Heaven...and our redemption will not come except through Teshuva and calling out to Hashem..therefore we have declared that the Fast of the 17th of Tammuz will be a day of repentance and a general calling out to Hashem with the gathering ...at the Yeshiva of Meah Shearim."
The order of the day is then given, with the first prayers beginning at midnight, and blowing of shofars to be done at all synagogues.
This is signed "in the name of the Batei Dinim".
