Description
   An announcement about the special quality of [reciting] Psalms and of a "fast" of speech....according to the Noam Elimelech.

Whoever wishes to participate in the learning of the day is to accept on himself the following conditions:
1) Not to speak at all from the beginning of the study, until its conclusion, including not saying words of Torah, nor greeting another person.
2) He should intend to repair whatever blemish ....and he should not speak words of "outside" inside the Beit HaKnesset...
3) He should not smoke in the Bet Knesset...so that there should not be a strange "incense" and the Bet Knesset would fill with smoke, and especially as it may bother some people who do not smoke...
4) One who learns out loud, word by word..and the rest of the people follow after him in a whisper... 5)He should accept upon himself to love another as himself
6) He should give something to Tzedaka, before the prayer of Mincha...
7)He should give Tzedaka..in such a way that the recipient does not know who is it from, and he does not know who the recipient is....
8)If he wants to eat in the morning, and yet wants it to be considered as a fast day..he should ask his household to prepare food that is mixed..and he should eat till he is near to being full, and pull his hand from eating more from it even though he would want to eat more..and it will be considered that preventing himself from eating...as a kaporah for his sins .

This is followed by the order of 13 prayers and actions which culmintes in the prayer of Maariv in great joy.
