Title: Da nach Endigung des gegenwaertigen Krieges mit Grunde zu befoerchten ist, dass durch Zusammenrotierung vieles herrenloses Gesindes die allgemeine Sicherheit und Ruhe der hiesigen Unterthanen groesserer Gefahr ausgesetzet werden koennen; so wird Names seiner kurfuerstlichen Gnaden zu Koeln, Fuerst-Bischofs zu Muenster . . . [ 1779].
Prohibits any vagabonds and persons without a residence permit, specifically beggar Jews and peddling Jews (Packjuden) to enter the territories of Maximilian Friedrich (1708-1784), archbishop of Cologne and Muenster and prince-elector of the Holy Roman Empire. (The expression Packjuden was used to designate peddling Jews who carried packs of goods on their shoulders. Most peddling Jews traveled on foot since they could not afford to use wagons or horses.) If vagrants will be found in the territory of the archbishopric they will either be punished with imprisonment or forced labor of six months. If they are physically unable to work, they will be punished with twenty-five lashings with a rod or with eight days of prison on ¿water and bread¿; they will then be expelled from the country. Second-time offenses will be punished with two years of forced labor or with flogging at the pranger. Beggar Jews and peddling Jews without permits will be punished with corporal punishments. Forced labor will not be considered since their physical presence in the country is not wanted. The degree of the corporal punishment will be harsher than for other groups and be regulated in a separate instruction. Jews with foreign travel permits are also not allowed to enter the country. Protected Jews in the territories of the archbishopric are not allowed to provide accommodations for foreign Jews; offenses will be punished with a fine of ten reichsthaler.
