R. David b. Moses Tevli Rubin was rabbi in Minsk and author of the multi-volume Nahlat David (Vilna 1864-81). His erudite scholarship is readily discernable from the responsa and novellae in his works. They bear the approbations of such luminaries as R. Isaac Elhanan Spektor, R. Joseph of Slutsk, and others. |
